Lithuania, state funding satisfies only a small part of basic needs, therefore greater
possibilities for development often depend on the financial situation of the family. With limited financial capabilities to participate in non-formal education activities, such as sports, art, culture, academic, technical creativity, etc., the development of children’s and youth’s individual abilities, life skills, personal, social and other general competences is limited.
